Randy Dutton - a fiscal conservative

Candidate for Washington State Representative - 24th District (Pos 2)

Fiscal Conservative Looking For Like Minded Voters

TIRED OF high gas and food prices; high taxes; government regulations that don't make sense; pandering politicians spending taxpayer money without scrutiny; and not having your voice heard?  I promise you, I will try to bring COMMON SENSE to Olympia.  See my issues page below.

I'm a Reagan Republican with cost saving ideas, and the independent will to raise issues others ignore.

Will you help?
Your donation of $100, $50, $25 or whatever you can afford will help me maintain a "hold the legislators’ feet to the fire" campaign on important issues.  See tab on the right...

ISSUES - these are just a few that I believe are important

While it’s common for political candidates to provide vague issues, I believe voters want more.  I believe you want substance.  Here are a few of the areas to which I want to bring attention:

ENVIRONMENTAL IMPROVEMENT

  • Eliminate the ethanol and biodiesel Washington State mandates and taxpayer subsidies in the fuel supply.           Read the attached blog for more details à
    • This would lower fuel and food prices, and improve the environment because ethanol increases formaldehyde and acetaldehyde emissions.  Ethanol is a corrosive solvent that harms the environment and many legacy fuel systems.  Washington State’s, promoted food-to-fuel program HB 2738-S increases the scarcity of food, a situation that puts our troops and nation’s security at risk by increasing jihadist recruitment from the additional 100 million starving people.  Such recruitment already is being reported in Asia.
  • Expand research into cellulosic and algae based propanol (a much better fuel, if not made from food);
  • Remove most of the restrictions of oil exploration on and off shore;
  • Create zones of environmental preapproval for wind, tidal, hydrogen, and geothermal power generation;
  • Encourage the installation of modern nuclear technology;
  • Encourage the drilling of oil in ANWR and other significant deposits while maintaining high environmental protection standards;
  • Expedite and encourage the increase of refinery capacity;
  • Expedite and encourage the installation of efficient alternative energy projects;
  • Cease taxpayer subsidies of inefficient home based alternative energy projects and encourage funds go into cost effective projects;
  • Cease actions that mandate CO2 reduction, and further study beneficial effects of increased CO2, which according to Oregon Institute of Science and Medicine accelerates growth of trees and crops;
  • Native Americans will be afforded special access to donated timber essential to their native craft, even if located in a riparian zone, provided it isn’t used for profit;
  • Increase clearing of state and national park trails with chainsaws if necessary;
  • Protect family pets - ban the shooting of livestock or pets that may appear to be chasing game;
  • Seek solutions among America’s entrepreneurs who are more likely to solve America’s energy and environmental problems than bureaucrats;
  • Encourage national efforts to curb East Asia’s 10 billion pounds (2003) of non-CO2 pollution emissions over North America, which may include:
    • environmental tariffs;
    • removal from Most Favored Nation status;
    • forcing polluting countries to immediately adopt pollutant scrubbing technologies available from the US;
  • Change the structure of government regulation enforcement to encourage areas of common sense application
    • allow riparian zone down timber harvesting and replanting with stronger tree stock such as Coastal Redwoods and Western Red Cedar
    • change culvert requirements to not mandate change upstream of a fish blockage

TRADE:

  • Our trade policies should be based upon a level playing field and pay as you go - National container and bulk break import fee should cover all the costs of Customs and inspection (current and expanded); port operations; surveillance equipment installation.  Taxpayers should not subsidize imports!

STATE GOV:

  • Restore Open Government.  Ensure taxpayers understand the consequences of legislative action;
  • Reduce the state budget by at least 10 percent;
  • Reduce B&O tax to one rate or eliminate entirely, so as to put all businesses on equal playing field;
  • English should be the official language of government;
  • All election ballots and other government documents should be printed in English;
  • New immigrants should be required to learn English;
  • Businesses should be able to require employees to speak the English language while on the job;

LEGAL

  • Tort reform to include loser pays, limits on punitive damages;
  • Barring of excessive punitive civil awards.  Any punitive award is removed from the calculations of legal fee calculations;
  • Knowingly hiring of illegal aliens is an economic crime against the US and should be subject to a severe financial penalty, and an audit of the books of the employer to discover other hirings starting from the date of the relevant law(s);
  • Innocent passage liability limitation to protect landowners from people who injure themselves;

EMPLOYMENT

  • Create an ombudsman position to expedite the location of companies within the state;
  • Encourage finished wood product manufacturers to the state, particularly those in export fields;
  • Encourage the creation of sustainable energy equipment manufacturing such as wind turbine and tidal flow generators;
  • Encourage the location of high paying jobs to the Olympic Peninsula

BUSINESS

  • Commercial contracts must not be more than 2nd generation fax copies and must be clearly legible;
  • Increase investigation and prosecution of Internet fraud and identity theft.

EDUCATION

  • Redistribute more of the allocated taxpayer funding from administration to the classroom.
  • Reduce cost of course revision by coordinating and splitting costs with other states.  Washington spent $770,000 per course for revision X 50 courses.
  • Authorize concealed weapons permits for trained school employees to promote security;
  • Fund public schools for full days of school and proportionally for shorter days to encourage maximizing instruction;
  • Authorize school vouchers for qualified private schools, which would improve the overall instruction, and lessen school expense;
  • Revise funding for schools to encourage consolidation of elementary and middle schools so as to increase operation efficiency and decrease the number of transitions, (the more transitions, the higher the drop out rate)
  • Revise the teachers’ union contract to allow easier dismissal of underperforming and misbehaving teachers and staff;
  • Increase technical training for students with academic problems
  • Disruptive students will be placed in the temporary custody of a workplace supervisor such as Habitat For Humanity so as to encourage their positive contribution to society;
  • English only instruction for basic courses;
  • Public schools should teach more American history;
  • We should dramatically increase our investment in math and science education;
  • Change M&O Ballot description to reflect increase or decrease in funding;

INFRASTRUCTURE:

  • Endorses Elliot Bay Floating Bridge design as less-expensive, more capable alternative to Alaska Way Viaduct retrofit or Tunnel, plus incorporate an attached inboard esplanade for tourists/residents to view Seattle from the sea.
  • Road repair (and other infrastructure) surveys should have posted sign for resident input;
  • Trees need to be cut back further from power lines and low trees or shrubs need to be planted underneath to discourage overhanging trees
  • Radio stations should have high wind tolerant antennas;
  • Cell phone coverage needs to be extended up river valleys to improve business, private, and emergency communications;
  • Wireless Internet needs to be encouraged within areas to increase work-at-home businesses;
  • Reverse flow traffic plans should be established for roads in tsunami zones;
  • Entering/exiting tsunami zones should be posted where applicable;
  • Tsunami warning lights, activated by radio, should be installed on roads leading to tsunami zone;

 CRIME

  • All nonviolent offenders should be maintained separately from violent offenders;
  • Convicted drug users will not be jailed but rather put to work outdoors improving our parks, while receiving drug treatment;
  • Customs should have drug dogs at all Canadian access points to reduce smuggling;
  • Northwest Cybercrime Task Force should more aggressively pursue Internet crimes committed domestically and overseas against Washington citizens;
  • Identity theft minimum sentence of 5 years;
  • White collar theft crimes sentencing minimums should be 5 years;
  • Tighten personal information security controls with credit institutions
